Artic Ocean costal population?

DNA suggests all early Eskimos migrated from Alaska's North Slope

An obviously slanted conclusion given who paid for it.

But, does anyone know of any study of the possibly of an Artic Ocean, polar coastal circling, population?

I am thinking of them following the seasonal ice flow around the Artic coast from Alaska, Canada, Greenland, Scandinavia, Siberia, and back again.
