Not even the US military can effectively defend against a sneak attack as you describe. I know of several local cases, however, where armed citizens have stopped perpetrators until police arrived. On the otherhand, the news just broke this afternoon of a local couple wounded in an attempted murder-suicide. Unfortunately she ended up wounding him and herself but had she been better trained...

But for there is some of US history involved.
Let us not forget that our fully armed founding fathers most often met at a local saloon.
And one of the turning points that made the Revolution popular with the common people was when the British decided to dis-arm the populace.
