"May" is the operative word here: the Japanese don't exactly have a good track record where welcoming foreigners is concerned! They forbade foreigners entry into Japan for many centuries, punishable by death. Only the Dutch were allowed to trade with Japanese, but they had to do so on/from an island – Dejima – set aside especially for the purpose, in the Bay of Nagasaki. They were NOT allowed to set foot into Japan proper.
