I think this idea needs a little more thought.

modern raptors such as falcons have short feathers on their upper legs which reduce air resistance as they fly.

Occam's razor....why couldn't the feathers perform the same function on the dinosaur?

I noticed in the link the suggestion that the animal would be clumsy. Those insects with 2 pairs of wings, with the appropriate muscles, are notable for their manouverabilty. Dragon Flies, Caddis Flies, Hover Flies, etc.
