Why So Sure Modern Humans?

This article is about some 35,000 year old Mammoth cravings. They claim they are the work of the first "modern humans" in Germany.

Why are they so sure it is the work of modern humans when Neanderthals were also present at that time and place?

Because we "know" Neanderthals could not create them?
