IAA Announces Aqueduct Find

An archaeological excavation in Jerusalem has revealed an ancient aqueduct that brought water to the Sultan's Pool and to the Temple Mount, supplying clean water to the city's residents and to the many visiting pilgrims.

OK, So lots of people "rebuilt," and "improved," it over the years.
But who built it in the first place?

My guess is the Romans or Herod the Great using Roman engineers.

I agree that the Romans were great believers in fresh water to the citizens.
But this just has a further back feel.

Throughout the whole part of the early first century BC the city was in a constant state of turmoil. First there were dynastic squabbles involving various Hasmonean princes and that drew in other regional powers. Then the Romans attacked the city and took in in 63. The Parthians took it in 40. Herod took it back in 37. Only then did things quiet down.
