Brain food at the beach

It seems to be a chicken and egg question.
Did they move to the beach and start eating brain food because they were smart.
Or did they become smart because the began eating brain food after moving to the beach?

The latter seems the more logical, but then, as always I question it.
If that is so why are not Oyster Catchers, for example, more intelligent?
