There is a general understanding over here that, for some reason, women can't whistle!
Do you people find that to be accurate?

That's a question of effort. Whistling is just a simple skill, like bicycling, or swimming, that all HSS with standard anatomies can learn by actually doing it (for more than all of 3 seconds...). Just like bicycling, or swimming.
Those who can't haven't put in the effort.

It's a useful skill if you want to call a dog.....or a waiter.

Nope, not accurate. One of my sisters is not only able to whistle, she has one the loudest, most piercing whistles that I've ever heard.

Believe it or not this came up as a serious challenge on Brit TV with the women in the audience asked to whistle. As the compere commented, the silence was deafening!
Very few were able to rise to the challenge.

...and so reinforced this cultural dogma once again.

Or women!
I've seen it in action at hundreds of urban building sites. Works like a charm...
