Pretty much ... during or immediately following the Civil War. At that time, being part Indian, nobody would want to help him and there were those who would just as soon use him for target practice.
The involvement of the FBI in this case renews my belief in the utter arrogance and incompetence of government bureaucrats. This event could be a chapter from the book The Death of Common Sense by Philip Howard.
