Do you perhaps have a reference for this?, as this is a topic I am interested in. The time frame for construction ranges from 500B.C. to 1500A.D. The current commonly accepted date for construction is 500 A.D. The myths of the culture who built it abound. Local Indian culture speaks of a race of "moon-eyed" people. Some choose to interpret this as "white people", inferring that the dark eyed Indians would select this as a description for a light skinned blue eyed race. If the "moon-eyed" people myth can be believed it would more likely be a reference to the god they worshiped than to the shape of their eyes.

I never read this, so you probably want to check your source for this again.
You have to remember that during colonial times the government of Virginia claimed most of North America, so perhaps the Mandan were meant.
Let's assume the quote refers to Virginia Virginia. Then it is highly unlikely that you are dealing with Angel, Norse, or Welsh descendants. Two other more likely possibilities come to mind:
First, not all colonists liked the people who ran the colonies, and it is known that many of took off for what is now North Carolina and "went native".
Second, there may have been Roanoke colony survivors. I believe that Kupperman discussed this possibility.
If you had rebels or captives, and then after an outbreak of European disease, you'd end up with Europeans.
If North America Virginia was meant, then you need to look at Farley Mowats book "The Far Farers".

SOME MORE research has----LUMBAR RIVER 16th centery settlers found a blond "gray eyed almost English speaking" tribe on the Lumbar River. THey claimed their ancestors could "talk in a book". Meaning they could read. Probably Raleighs "Lost Colony" which vanished in 1590. The current tribe the "Lumbees", still use some 16th century english terms. DNA anybody?

You could ask the feds to run a check on their DNA files. Theirs are by far the biggest repositories of DNA profiles in the country, thanks to big brother Bush.
