It was the Phoenicians (starting in the Bronze Age).

But the article that kb posted called the amphorae in question 2'd century BC Roman and by the end of the 2d century BC the Romans and overrun your precious Carthaginians as well. They had already taken Spain from the Carthaginians at the end of the 3d century BC and where the Roman army went, its merchants soon followed.

However, even that doesn't matter. Amphorae were ubiquitous. Everyone used them as shipping containers. Just because the amphorae were "Roman" does not mean the ship carrying them was also. However, had they made it back they would have ended up at a port which if not "Roman" itself would have been linked to other ports which were. Such fantastic news could not have been hushed up.
Something is wrong here. War, disease, death, destruction, hunger, filth, poverty, torture, crime, corruption, and the Ice Capades. Something is definitely wrong. This is not good work. If this is the best God can do, I am not impressed.
